Dear Hillary Letter – 1992

The “Dear Hillary Letter” (link to Congressional Record) lays out the master plan for a seamless web of education restructuring, Outcome Based Education, and School-to-Work. The letter starts in the bottom right hand corner of the page.
This letter was later re-written as a policy paper entitled, “A Human Resources Development Plan for the United States.”
