The law that brought School-to-Work and Standards-based education to Washington

Before 1993 when Washington state adopted the education “reform” law– EHSB 1209— education included these subjects.
In 1993, these subjects were replaced with “Essential Academic Learning Requirements” also known as EALRs. These EALRs appeared to include solid subject matter, but they ushered in an era of “fuzzy math”, less emphasis on grammar and spelling, new social studies standards, and government-defined career tracks.
Seldom mentioned is that they removed local control from the districts and centralized power in Olympia.
This was only one step in the gradual removal of power from the parents and local districts. We can see this better now with the hindsight we have in 2013 and with the advent of Common Core State Standards and national assessments.
