Under the “Race to the Top” (RttT) program, states which align their education policies with the federal guidelines can apply for RttTgrants. Many states have revised their education laws in hopes of qualifying but only a few will receive grants. In this way, the federal government can “induce” states to comply with federal guidelines without actually giving them any funds.
As you know, providing education is not an enumerated power of the federal government under the US Constitution.
School districts and states wishing to qualify for federal “Race to the Top” grants are already adopting the new federal guidelines. Among them is the plan to base performance evaluations of teachers and principals on the assessment scores of the students. You can already see the potential pitfalls in this plan.
